{"id":3354,"date":"2017-09-07T13:09:01","date_gmt":"2017-09-07T11:09:01","guid":{"rendered":"http:\/\/www.sina-health.com\/?p=3354"},"modified":"2026-09-25T15:17:43","modified_gmt":"2026-09-25T13:17:43","slug":"the-60th-course-in-cotonou","status":"publish","type":"post","link":"https:\/\/www.sina-health.com\/?p=3354","title":{"rendered":"The 60th PBF course in Cotonou"},"content":{"rendered":"<p><div id=\"attachment_3363\" style=\"width: 410px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.sina-health.com\/wp-content\/uploads\/11.-Participants-du-cours-e1504783728189.jpg\"><img aria-describedby=\"caption-attachment-3363\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-3363 size-full\" src=\"http:\/\/www.sina-health.com\/wp-content\/uploads\/11.-Participants-du-cours-e1504783728189.jpg\" alt=\"\" width=\"400\" height=\"300\" \/><\/a><p id=\"caption-attachment-3363\" class=\"wp-caption-text\">\u00a0 \u00a0 The 50 participants with the facilitation team in front of the hotel<\/p><\/div><\/p>\n<p>The 60<sup>th<\/sup> PBF course was held in Cotonou from 21 August to 1 September 2017, with 50 participants from Chad (17), Guinea (11), Senegal (7), C\u00f4te d&#8217;Ivoire (4), Burkina Faso (4), Cameroon (3), Niger (3) and Congo-Brazzaville (1).<\/p>\n<p>Hereby, the detailed course report <span style=\"color: #993300;\"><strong>(<a style=\"color: #993300;\" href=\"https:\/\/www.sina-health.com\/wp-content\/uploads\/RapCoursPBFCotonouV160917-.pdf\">rapport<\/a>).<\/strong><\/span><\/p>\n<p>Due to the high number of participants, it was difficult to meet everyone&#8217;s expectations during the plenary sessions while also completing all course modules. This course ended on Friday instead of Saturday, and high-level decision-makers among the participants demanded attention during the plenary sessions. These factors combined explain why during the evaluation the methodology and the timekeeping criteria scored lower than in previous courses and that the final exam result of 68% was slightly below the previous course averages.<!--more--><\/p>\n<p>Despite these limitations, we believe the 60th PBF course had a strong impact, as shown by the quality of the action plans from the eight country groups (shown in the report). In future courses, we will end on Saturday, discipline the discussions, focus more on the key messages, and limit the number of participants.<\/p>\n<p>Five participants obtained a distinction, which we set this time at 87% instead of 90% because the overall average score on the final test was relatively low (68%).<\/p>\n<p>We congratulate the following persons:<\/p>\n<ul>\n<li>With 87%: Dr. Samuel OHOUO BROU, Coordinator CTN. &#8211; FBR, Ivory Coast<\/li>\n<li>With 87%: Ms Genevi\u00e8ve NSIELA SUH, South West CDV Agency, Cameroon<\/li>\n<li>With 87%: Dr Leticia SAKANA, Center Muraz, Burkina Faso<\/li>\n<li>With 90%: Ms Aminata MBODJI, Adviser in the Ministry of Health, Senegal<\/li>\n<li>With 90%: Dr. Fadima YAYA BOCOUM, IRSS researcher, Burkina Faso.<\/li>\n<\/ul>\n<p><strong>COUNTRY TEAM RECOMMENDATIONS<\/strong><\/p>\n<p><strong>SENEGAL<\/strong><\/p>\n<ol>\n<li>Advocacy at the highest level to:<\/li>\n<\/ol>\n<ul>\n<li>Expand the number of accredited distributors for inputs;<\/li>\n<li>Improve the health facility procurement procedures;<\/li>\n<li>Make exemptions to allow providers to buy from distributors operating in competition;<\/li>\n<li>Share the action plan with the authorities, the partners and other implementing actors;<\/li>\n<li>Implement the Cotonou action plan;<\/li>\n<li>Provide the opportunity for other members of the RBF Unit and Directorates of the MOH to attend the International RBF courses;<\/li>\n<li>Provide members of the RBF Unit the opportunity to study the experiences in other FBR countries (Cameroon, Burundi, Rwanda &#8230;).<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>Revise the RBF manual :<\/li>\n<\/ol>\n<ul>\n<li>Broaden the number of primary and hospital-level indicators;<\/li>\n<li>Include a baseline study for the PBF program to review progress;<\/li>\n<li>Develop a standard business plan and indices management tool;<\/li>\n<li>Review the roles and set-up for the verification institutions (AVI or CDV Agency)<\/li>\n<li>Respect the PBF principle of the separation of functions<\/li>\n<li>Incorporate Universal Health Insurance activities into the implementation of the FBR approach.<\/li>\n<\/ul>\n<div id=\"attachment_3358\" style=\"width: 390px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.sina-health.com\/wp-content\/uploads\/1.-Fillet-de-pecheurs-e1504783213610.jpg\"><img aria-describedby=\"caption-attachment-3358\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-3358 size-full\" src=\"http:\/\/www.sina-health.com\/wp-content\/uploads\/1.-Fillet-de-pecheurs-e1504783213610.jpg\" alt=\"\" width=\"380\" height=\"285\" \/><\/a><p id=\"caption-attachment-3358\" class=\"wp-caption-text\">\u00a0 \u00a0 \u00a0 Fish catch at the Cotonou beach<\/p><\/div>\n<p><strong>BURKINA FASO\u00a0<\/strong><\/p>\n<ul>\n<li>Mobilize financial resources for the &#8220;marriage&#8221; of the PBF program with the MOH targeted free health care approach for the RBF zones;<\/li>\n<li>Strengthen the institutional set-up of the RBF Technical Unit and the Free Health Care Unit in the MOH and facilitate the collaboration with the other directorates when revising the organizational chart of the Ministry of Health;<\/li>\n<li>Carry out operational research to support the development and implementation of the \u201cmarriage\u201d between the RBF program and the Targeted Free Health Care policy of the MOH;<\/li>\n<li>Advocate for the key FBR principles to be respected in RBF health facilities.<\/li>\n<\/ul>\n<p><strong>NIGER\u00a0<\/strong><\/p>\n<ul>\n<li>Review the RBF program to achieve a feasibility score of at least 80%. This should include the granting of autonomy for the health facilities;<\/li>\n<li>Advocate for the opening of PBF budget lines in the national budget;<\/li>\n<li>Introduce a national technical PBF Unit with the personnel required for its operation;<\/li>\n<li>Organize a roundtable meeting with the partners to mobilize fresh funds to ensure the financing of RBF in all districts of Tillab\u00e9ri Region;<\/li>\n<li>Map the public, private and religious health facilities in the PBF areas and sign performance contracts with them;<\/li>\n<li>Ensure the training of all actors involved in PBF;<\/li>\n<li>Set up a PBF network in Niger.<\/li>\n<\/ul>\n<p><strong>CHAD AT NATIONAL LEVEL<\/strong><\/p>\n<ul>\n<li>Advocate for the increase of the health sector budget and transform (already existing) input budget lines towards PBF performance budget lines;<\/li>\n<li>Advocate with the highest authorities for the liberalization of distribution channels;<\/li>\n<li>Liberalize cost recovery tariffs for health facilities;<\/li>\n<li>Separate functions at all levels;<\/li>\n<\/ul>\n<p><strong>CHAD AT REGIONAL LEVEL<\/strong><\/p>\n<ul>\n<li>Organize the restitution, information-sharing, and advocacy meetings about the PBF approach with administrative, traditional, and religious authorities.<\/li>\n<li>Train all actors involved at the regional level in PBF;<\/li>\n<li>Train and equip health facilities with management tools;<\/li>\n<li>Organize health facility quality reviews quarterly. Supervise audits at different levels of the health system<\/li>\n<\/ul>\n<p><strong><a href=\"http:\/\/www.sina-health.com\/wp-content\/uploads\/3.-Le-Chef-et-le-Berger-e1504783434482.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignright size-full wp-image-3365\" src=\"http:\/\/www.sina-health.com\/wp-content\/uploads\/3.-Le-Chef-et-le-Berger-e1504783434482.jpg\" alt=\"\" width=\"400\" height=\"300\" \/><\/a>GUINEA (Conakry)<\/strong><\/p>\n<ul>\n<li>Restitution of the main conclusions of the action plan written in PBF in Cotonou with the relevant health authorities;<\/li>\n<li>Establish a Task Force composed of national resource persons to support the PBF program;<\/li>\n<li>Complete the package of activities for the primary MPA and hospital (CPA) levels;<\/li>\n<li>Search for PBF financing (of at least USD 4 per year per capita);<\/li>\n<li>Develop and implement a human resource capacity-building plan;<\/li>\n<li>Scale up the PBF program in Guinea<\/li>\n<li>Advocate for revising regulatory texts (health system reform, civil service, finance, budget, etc.).<\/li>\n<li>Develop an operational work plan to:<\/li>\n<li>Continue the FBR pilot and its extension into a PBF program in the Mamou region and in new areas;<\/li>\n<li>Identify key activities for implementing the performance-based funding program.<\/li>\n<\/ul>\n<p><strong>CAMEROON<\/strong><\/p>\n<ul>\n<li>To the <em>Ministry of Health<\/em> and the national PBF unit (CTN-PBF): Advocate that the Ministry decentralizes human resource management and that the PBF program pays more timely the PBF subsidies ;<\/li>\n<li>To the <em>faith-based authorities<\/em>: Ensure the autonomy of their service providers;<\/li>\n<li>To the <em>service providers<\/em>: Apply the indices management tool with the orientation to include all revenues, including cost-sharing in the common basket ;<\/li>\n<li>At <em>the CDV Agency<\/em>: Start implementing the Quality Improvement Bonuses (BAQ) or investment units to improve the infrastructure and equipment of health facilities.<\/li>\n<\/ul>\n<p><strong>IVORY COAST <\/strong><\/p>\n<ul>\n<li>Advocate with the government to increase its contribution share towards PBF from the current 20% to 40%;<\/li>\n<li>Advocate with technical and financial partners to increase their contribution;<\/li>\n<li>Establish a common basket of financial contributions from the government and all financial donors;<\/li>\n<li>Advocate for the integration of the Universal Health Insurance program and the Free Health Care program into the PBF program approach;<\/li>\n<li>Integrate the indicators of home visits following a protocol and the Quality Improvement Bonuses into the primary level health package ;<\/li>\n<li>Prepare a regulatory text for the abolition of the principle of \u201cUnicit\u00e9 de Caisse\u201d, which obliges health facilities to transfer all their cost-recovery revenues to a treasury account;<\/li>\n<li>Draw up a text on how to manage the resources of health facilities autonomously;<\/li>\n<li>Develop and adopt regulatory texts enabling health facilities to recruit their staff;<\/li>\n<li>Create a framework for liberalizing the distribution of drugs and other inputs.<\/li>\n<\/ul>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The 60th PBF course was held in Cotonou from 21 August to 1 September 2017, with 50 participants from Chad (17), Guinea (11), Senegal (7), C\u00f4te d&#8217;Ivoire (4), Burkina Faso (4), Cameroon (3), Niger (3) and Congo-Brazzaville (1).
