Performance-Based Financing (PBF) is a reform approach in the health sector but equally in other sectors such as education and administration.<\/p>\n
Some countries use the term performance-based financing (Cameroun, DRC, CAR, and Nigeria), other countries use the name result-based financing (Zambia, Zimbabwe, Guinea), while the WHO prefers the term strategic purchasing. Basically, the name is not the issue but it is the definition and its underlying best practices that matter. We use the term PBF.<\/p>\n
While PBF is mostly utilized in low- and lower-middle-income countries, the concept of \u2018Performance Systems\u2019 is also applied in high-income countries. The term PBF was first used in Rwanda in 2005 and has become a term with a\u00a0formal definition<\/a>\u00a0consisting of a number of\u00a0best practices<\/a>\u00a0and instruments. Typically, the application of PBF requires change and therefore needs a\u00a0process of advocacy, informing stakeholders, coaching and training at all levels of the (health) system.<\/p>\n At first glance, the formal definition of PBF may puzzle the reader due to its complexity. However, the definition immediately shows that PBF is more than a contractual mechanism between providers and the contract development and verification agency. PBF aims at\u00a0wide reforms<\/i>\u00a0and PBF is, in fact, a new (health) reform approach.<\/p>\n PBF advocates that the\u00a0first<\/i>\u00a0objective\u00a0of providers should be to deliver\u00a0all\u00a0components<\/i>\u00a0of health or educational packages of\u00a0good quality<\/i>. The\u00a0second<\/i>\u00a0objective is to do this in the most\u00a0efficient<\/i>\u00a0manner.\u00a0Once quality and efficiency are in place governments are more likely to maintain its financing. Only then, as a\u00a0third<\/i>\u00a0objective,\u00a0equity<\/i>\u00a0and financial access for the vulnerable can be assured by creating effective third payer mechanisms.\u00a0If taken from this angle there is therefore little place for\u00a0generalised imposed free care<\/i>\u00a0that offers free services irrespective of the income or\u00a0universal insurance<\/i>\u00a0if financial resources are not enough.<\/p>","protected":false},"excerpt":{"rendered":" Performance-Based Financing (PBF) is a reform approach in the health sector but equally in other sectors such as education and administration.
